I can hope they are learning and most of the teachers this year in contact with my students are eager to learn Sign to communicate with them. SO, it's improving.... I TOTALLY understand why the kid speaks that way, do these teachers just not truly spend time with deaf kids? or people in general? that is so sad..... if this is true and u saw it you should say something, unless your job will be at stake.
