I think you should have call the DMV and ask to talk to a suppvisor and explaine the whole thing and not take the word of some one that was not there! This might be true but then again it might not. You of all people know that you need to go to the source and get the real poop!! You can't blame the DMV for doing there job, it comes from a higher up the ladder. I do agree the person should have told him why. Explaining some thing is not one of the things that the DMV does well, it's easier just to say we do this all the time. You could have him call Hispanic services or even the people at the govoners office. There are laws out there that most normal people don't know about. When you were little I had a great doctor that help me get started and to understand, what was out there, may be that is why I do what I do for a living. Who knows!
